Horse Program Leaders Committee Membership
The leader of each club registered in the project is an automatic member of the Leaders Committee. In the event that the leader cannot attend a committee meeting, an adult or senior 4-H member may be designated as the official representative for that club. Co-leaders and interested parents are welcome to attend committee meetings, but each club has only ONE vote that shall be dictated by the official representative for that club.

Meetings will be held on the third Thursday of October, November, January, February, March, April, May and June. The September meeting will be held the fourth Thursday of September.
Officers for the group will include President, Vice President, Secretary and Treasurer to be elected for a two-year term. The position of 4-H Horse Barn Superintendent will be elected to a two-year term. Executive Board will be comprised of the President, Vice President, Secretary, Treasurer and the immediate Past President. The roles of these officers shall be defined as follows:
President: The president shall be the Chairperson of the KCHP and shall preside at all meetings. The President shall vote only to break a tie. (Another representative of his/her county club must vote in the interest of that county club.) He/She shall see that the bylaws, rules and regulations of KCHP are enforced, act as Chairperson of the Grievance Committee and shall inform all other duties that may be prescribed from time to time by the Officers. The President shall conduct a review of the club account and Treasurer’s records once each month.

Vice President: The Vice President shall preside in the absence of the President and shall perform such duties as President and succeed the President should the office be vacated prior to the regular election of a successor. The Vice President shall act as Chairperson for the Rules Committee, be responsible for overseeing the committee chairpersons activities and report to the general membership in the absence of the committee chairpersons.

Secretary: The Secretary shall be directly responsible to the President for the operation and management of KCHP business. The Secretary shall cause to be kept all the other records, rosters and minutes of official meetings of KCHP and other reports that may be required and conduct the correspondence of KCHP. The Secretary will turn in all collected monies to the treasurer. The Secretary shall also be the Secretary to the Officers Board.

Treasurer: The Treasurer will be directly responsible to the President and Officers for the proper management of all monies and property of KCHP and will prescribe the necessary record keeping to meeting requirements of KCHP, the 4-H Association and state and federal government. The Treasurer shall act as Chairperson for the Budget Committee and set up an annual budget and submit the records for an annual audit. The Treasurer shall present a Treasurer’s report at each KCHP meeting. The Treasurer shall make records available to the Officers upon the request to conduct a review of KCHP accounts and records. The Treasurer and President shall be empowered to sign checks against the KCHP account. Either signature will be valid.

Horse Barn Superintendent: The position of 4-H Horse Barn Superintendent will be elected for a two-year term. All Superintendent nominees must be approved by the county extension office. Assistant Horse Barn Superintendent will be appointed annually by the President and the Superintendent from a pool of those desiring the position.

Succession Plan:
If any elected officer of the horse project leaves his or her position for any reason except for election to another position on the Board, a replacement will be appointed by the President with the approval of the Executive Board to fill the remainder of the term. Replacement of officers who are elected to another position on the Board shall be by a vote of the Leaders’ Committee, and the replacement will serve until the end of the term already in progress.

Appointed Positions: Show Secretaries and Barn Managers volunteer for each individual fair section each year. Numerous committees are formed during the year.
